This version of Common requires an updated version of the Sicon Web Platform Core Components

[#15711] Outstanding accruals are now fully reversed when a purchase order is written off in the Staged POP accruals process, ensuring no lingering accruals and accurate journal entries in the write-off flow.

[#18719] Added a new method in EmployeeFactory to quickly find employees by Sage user name, making it easier to search and reducing setup steps when only the user name is available.
